Since 1 March 2026, soil and stone sent to recovery as waste carries the €10-per-tonne levy — on top of gate fees and a waste-permit haulage chain. The lawful alternative, moving it as an Article 27 by-product, already exists. But today that means EDEN form-filling, a five-working-day standstill nobody tracks, paper dockets, and phoning around for a site that wants the material.

Describe the batch — greenfield soil and stone (EWC 17 05 04), tonnage, location. ExchangeEarth matches it to nearby sites that need fill, ranked by distance.

Register and wait out the standstill
The platform assembles the EPA by-product registration (BP-N002/2024), tracks the five-working-day standstill against the Irish calendar, and generates the Statement of Conformity and End User Declaration.

Move it, ticketed
Vetted, permitted hauliers move the material. Every load gets a pickup photo, GPS stamp and tonnage, then a drop-off GPS stamp and an on-glass signature — a tamper-evident chain of custody, inspectable at the roadside.

- Is this legal?
- Yes. Article 27 of the European Union (Waste Directive) Regulations is the statutory by-product regime; the EPA published national criteria for greenfield soil and stone in 2024. The platform automates that exact process.
- When can I use it?
- Launch is planned for early September 2026. Register interest and you'll get one email when it goes live.
- Do you hold the money?
- Never. Payment terms are agreed between the parties; the platform generates the self-billed VAT invoice but funds move directly.
